Volunteering England and leaders of 27 major charities and voluntary sector umbrella bodies have called on the government not to charge volunteers for the planned portable Criminal Records Bureau checks.

The Protection of Freedoms Bill, which is before Parliament, proposes two types of criminal records check from 2013: a one-off check, which would remain free for volunteers as under the existing system, and a portable one based on a continuously updated criminal records database, which would allow an individual to work or volunteer for a number of organisations.

Charities need regulation to maintain public's trust - The Irish Times - Wed, Dec 21, 2011: OPINION: AT CHRISTMAS, Irish charities raise more in donations from the public than at any other time of the year. As the needs to be addressed become more acute, and charitable fundraising more sophisticated – and competitive – the public increasingly, and properly, expects transparency around financial matters and clarity about impact. Government and the non-profit sector should work harder to address this.

Non-profit organisations are perhaps the last sector in Irish society to enjoy a high degree of unconditional trust from the public. This has taken generations to build, and for the sector there is no more precious asset.
Charities should be more confident in their deals with corporates | Third Sector blog: Looking into the story a little deeper, the details became slightly blurred: the European Recycling Company, the private firm that runs the collection banks, insisted it was not accurate to use a cash-per-bank figure because the firm agreed a yearly donation with the charity that was not directly linked to its profits or its income from donated stock.

The charity also said it expected to receive �35,000 rather than the reported �30,000 from the company this year. Even so, divided by the 7,000 collection points, it would equate to just a fiver per bank.

Trends in Institutional Philanthropy in Russia | eJewish Philanthropy: Your Jewish Philanthropy Resource: This is my second post based on the recent Russian Donors Forum Report on Institutional Philanthropy in Russia. I am very encouraged by e-mails and phone calls from readers of this blog, and as the report will not be available in English at least for a while, I believe it makes sense to continue my brief notes.

According to a new survey by the Charities Aid Foundation (CAF), the UK is the fifth most charitable nation in the world. The survey, called the World Giving Index 2011, shows that the US is the most charitable country, while Ireland is second and Australia third.

The act, passed on Wednesday, will come into force in March 2012 and is intended to make charity law simpler and more accessible.

In its latest Legacy Bulletin, the 51 members of the Legacy Foresight consortium, which together account for 49 per cent of the charity legacies market, reported that combined income in the year to the end of September 2011 was �968m. This is a fall of 1.6 per cent on the same period last year.

It’s time to say ‘not’ to not-for-profit - The Globe and Mail: But current guidelines from the Canada Revenue Agency suggest a 20-per-cent to 35-per-cent target fundraising cost ratio. Imagine the government telling a bank or software company what its expense targets should be annually. But this is what happens in our “not-for-profit” sector. At best, this stifles a charity’s current operations and its potential for greater impact in the future. At risk is fundraising innovation, prudent risk taking, launching social enterprises, creating new initiatives, enhancing service, creating brand equity – the very things lauded in the other sectors. At worst, it focuses public and policy attention on a difficult performance metric and creates a very short-term view of “investment” and “return.”

Industry Canada announces that on Monday October 17, 2011 CNCA will come into effect - Blog - Global Philanthropy: The long awaited Canada Not-for-profit Corporations Act will come into force on October 17, 2011. Until October 16 the current legislation (the Canada Corporations Act) can be used for incorporation but as of October 17, 2011 only the new Federal Not-for-profit Corporations Act (CNCA) cana be used for incorporation. Therefore it is best if you haave signned documents to either get them in immediately or you will have to use the new forms under the new CNCA. If you use the old act you will have 3 years to move to the new act. Under the old CCA corporations will still for a few years be able to amend by-laws, of corporations, obtain supplementary letters patent, file an annual summary or surrender the corporations charter. At Blumbergs we will be busy helping organizations incorporate under the new CNCA and also transition/continue from the old act to the new act. While one does not require legal assistance with incorporation or transition for many organizations that are charities or have more complicated governance structures they may find legal assistance helpful.

AFP also has its own certification credential called the Advanced Certified Fundraising Executive (ACFRE) that builds on the skills and qualifications of the CFRE in a rigorous multi-part process ending with lifetime certification. The ACFRE is a distinguished achievement earned by only 95 professionals since the inception of the program in 1992.

Practical Benefits

Charitable giving in India surpasses Brazil and China, but pales in comparison to most Western countries, a fact that has prompted criticism and prodding by other philanthropists, particularly given the vast disparity in wealth here. The question “Are rich Indians turning their back on the poor?,” is asked often, even here in our own comment section. Talk to charity organizers, executives starting NGOs, doctors who do hours of volunteer work or hundreds of others, though, and a very different picture emerges.

However, Indonesia is still the region’s *largest* economy, despite having far higher poverty rates. The GDP-per-capita in Indonesia is only a bit over US$ 4,600 per person (almost 1,500% lower!). Conclusion: Singapore has LOTS of rich people. Indonesia has LOTS of poor people, but a fair number of RICH people, too.

Almost half of respondents to a recent survey on giving were unable to name a local charity in their area.

Attitudes to Giving, a survey by the market research company ActionPoint Marketing Solutions, canvassed the views of 420 people from different age groups, income levels and ethnicities in spring this year.
