Private voluntary organizations have come to play a crucial operational and advocacy role in relief and economic development assistance in countries throughout the world. These organizations may raise funds and/or provide grants in one country for assistance to organizations in another country, or they may be nongovernmental organizations (NGOs) within a country that undertake not only independent charitable activities but at times also serve as the operational arm of government and assistance agencies."
