HM Treasury has made recommendations that could lead to up to �500m of charitable assets being recorded on government balance sheets.
The final report of a Treasury review group, published earlier this month, says NHS charities in England that have an NHS trust as their corporate trustee should have their assets recorded on the balance sheets of those trusts.
Ministers must decide whether to implement the recommendations, which are part of a long-running debate over how NHS charities' accounts should be handled. The Charity Commission has argued that consolidation would be 'wholly inappropriate'."

Finally, the Department of Finance Canada has also announced that it will be consulting on a budget proposal to change the definition of an RCAAA.'

SINGAPORE: Simpler and more transparent - that is what a new Charities Accounting Standard is hoping to help charities achieve when they file their financial reports.
It's part of efforts to improve governance and raise public confidence in the charity sector.
Currently, there is no specific financial reporting framework for charities.
Some charities rely on standards which are widely used by commercial entities, such as the Financial Reporting Standards.
These may not always be suitable, according to some charities.
From next month, they can use a simpler system put in place by the Accounting Standards Council and the Office of the Commissioner of Charities."

Tax incentives not the only key to boosting giving, sector tells APPG - Civil Society - Fundraising - News - providing news and in-depth coverage of charities, voluntary organisations and not-for-profits: "The British public has the capacity to give more, but there is no consensus as to whether and what tax incentives can encourage more philanthropy, it was evident at a meeting of sector representatives in Westminster yesterday.
Karl Wilding (pictured), head of research at NCVO and one of the speakers at the All Party Parliamentary Group on the Voluntary Sector meeting at the House of Commons, called for a sector-wide debate into the role of tax in giving. Whether tax mechanisms should used as an incentive to get people giving or as leverage by charities requires much more investigation, he said. “We need a discussion.”"

Lord Nat Wei will step down as the government’s adviser on the big society next week to take up an unpaid advisory role at the Community Foundation Network.
Wei was appointed to the House of Lords a year ago, when he was also made an official adviser on the government’s big society agenda, for which he was not paid. In February he announced he would reduce his working hours at the Cabinet Office."

The Charity Tax Group is talking to commercial suppliers about developing a free Gift Aid database that it says would reduce red tape for charities.
After the Budget in March, HM Revenue & Customs agreed to work with the voluntary sector to develop a database that would allow charities to upload details of donations rather than keeping paper records. It said this would support the online filing of Gift Aid claim"
