The Office for Civil Society is considering introducing measures to support charities that have dipped into their reserves in order to survive the recession, Nick Hurd, the Minister for Civil Society, has said.

Hurd told Third Sector that he could see a change of attitude in the sector as the economy recovered, but that many medium-sized charities had been badly damaged by a difficult economic period and by cuts to local authority budgets, some of which are still feeding through.

The average annual pay of charity chief executives rose by 3.2 per cent to �60,000 in 2013, according to Acevo’s latest pay survey.

Figures from the charity chief executives body show that the average salary has returned to the same level as in 2011 after a fall of 3.1 per cent to �58,139 in 2012.

UK venture philanthropy market doubles to �166m: The value of venture philanthropy grants, loans and investments in the UK has more than doubled in two years, to reach a total value of �166m, according to new research.

Research and fundraising consultancy Factary revealed in its report that there is now twice as many players in the local venture philanthropy market as there were two years ago, when it last produced a survey of venture philanthropy in the UK. Total income is also up 171 per cent at �274.4m. New entrants had a total income of �92.9m in 2012 so make up a large percentage of this figure.

William Shawcross, chair of the Charity Commission, has called for a debate on whether new definitions of charity are needed to highlight the differences between various types of charitable organisation.

In a speech in London made last night as part of the Lord Mayor’s Charity Leadership programme, which addresses challenges to the effectiveness of charities, Shawcross said there had been a "blurring of boundaries between charities and other types of organisation", which he said could undermine public trust in the concept of charity.

That’s what Kate Bahen at Charity Intelligence (Ci) wanted to find out. The Toronto-based organization analyzes information about charities to help donors determine where their dollars can have the most impact. Bahen’s team of financial analysts reviewed the most recent three years of audited financial statements of the 30 largest charity lotteries in Canada.

And what did they find? On average – only 27% of all that money actually goes to charity. Why so little? For starters, Ci’s analysis found huge operating costs.

Parking meters still take nickels and, if you search with enough vigour, you can still find a pint of beer that’ll give you change from two dollars.

It also knows a thing or two about art — the beautiful downtown Portland Museum of Art showcases works by such luminaries as Monet, Degas, Klee and Renoir.

Not bad for a rough and ready city on the blue collar trim of the U.S. with an urban population barely a fifth the size of Calgary’s.
